Current Employer: The Broaddus Companies, Vice President and Regional Program Manager developing and managing capital programs for federal, general industry, healthcare, historic and educational facilities in the Architect-Engineering-Construction Management industry.

Accomplishments

Organizational Leadership: Led the organizational change from a matrix/integrated product teams to a streamlined leadership structure that consolidated business lines focused on programs and geographical requirements. Successfully established three Field Offices managing over $200M in construction contracts from four separate organizations merging personnel, processes and facilities portfolios at Naval Station Rota, Spain in 2007, Marine Corps Base Butler in Okinawa, Japan in 2014, and Darwin, Australia in 2018.  In 2011, led the merger of two distinct major command units of over 600 people into Naval Construction Group TWO. Served as Post President for Society of American Military Engineers (SAME) Jacksonville 2019-2020 and Japan 2014-2016.

Programmatic Leadership / Industry Engagement: Chaired Executive Steering Groups, Senior Executive Review Groups, Acquisition Strategy Boards and Operations Progress Boards that defined multi-billion dollar capital improvement programs and strategies. Identified predicative metrics driving timely budgetary completion. Established Area Support Group offices providing direct engineering and acquisition support to the Public Works departments increasing minor construction and engineering capacity to the field.  Oversaw a robust series of industry engagement events in Japan 2014-2016 and Navy Region Southeast 2018-2020. Between 2016-2018, identified DoD service requirements and conducted governmental engagement with Australia, Guam, Tinian and Japan.

Healthcare Capital Program Management: Consultant Program Director overseeing the $838M construction of the University Health, Women’s and Children’s Hospital and Associated Projects in San Antonio, TX.  Leads a team of eleven construction and engineering project managers in the construction of a 14-story, 698,000 sf hospital tower with 299 beds with the highest level of care in South Texas with a Level IV Maternal Fetal Medicine and Level IV Neonatal Intensive Care Unit and a 900-car parking garage in the city’s South Texas Medical Center.

Regional Operations Executive: Supervised operations across planning, programming, budgeting and construction programs.  Led the $8.7B Defense Policy Review Initiative construction program relocating 6,300 Marines from Okinawa to Guam.  Oversaw the $2.7B planning, programming and execution strategies for construction of support facilities for Asia Pacific Resilience program in Darwin, Australia, Guam and Tinian.  Directly planned and programmed the $592M Naval Submarine Base King’s Bay Dry Dock Recapitalization; Managed the $176M Nuclear Propulsion Training Unit campus consisting of new piers, security buildings and training buildings. Oversaw the $148.2M Littoral Combat Ship Infrastructure Program consisting of four military construction projects, $120M Corpus Christi Army Depot Recapitalization across three projects.   

Construction Management: In support of Operation Iraqi Freedom II, directly oversaw 300+ skilled tradesmen during 24hr/7day operations for seven months with zero major safety mishaps. Constructed a 1,500-man expeditionary camp, concrete hardened command center, detainment facility, airfield taxiway and ramp expansion in support of Joint Special Operations. Erected 110’x55’ standard steel structure with all underground utilities within an unprecedented three-month timeline. Recognized with the Bronze Star Medal.

 

Work History

The Broaddus Companies, Regional Vice President – San Antonio/Coastal Bend           2020-Present

Business Development and Operational Management of University Health Capital Improvement Program consisting of $837M Women’s & Children’s Hospital, $1.5B Community Hospitals. Each site will feature a new full-service, 5 story, 160-bed hospital with shell space to support an additional 60 beds, a connected Medical Office Building configured for future separate ownership, surface parking, and a helipad adjacent to the ED and its own central utility plant. The hospitals will focus on five adult service lines: General medicine, Obstetrics, General Surgery, Cardiac, and Orthopedics. Manages Federal and Disaster Recovery Business Lines for the company.

Commanding Officer (CEO), NAVFAC Southeast/Regional Engineer, Jacksonville, FL   2018-2020

Led a 2,100-person organization across 17 Public Works Departments in 8 states and Cuba, managed a $2.2B volume of business across Public Works, Capital Improvement, Asset Management and Environmental business lines. Managed the $1.7B capital improvement program and sustained the $26.7B infrastructure portfolio including numerous historical facilities through public works programs, and asset and environmental management. 

Deputy Commander for Operations (COO), NAVFAC PACIFIC, Pearl Harbor, HI              2016-2018

Managed $3.5B Military Construction program across the Pacific portfolio ranging from heavy construction – airfields, port improvement, fuel systems, hardened operational facilities, communications facilities and utilities infrastructure in Japan, Australia, Thailand, the Philippines, Guam, Micronesia, and Hawaii. Directly managed an $8.7B Defense Policy Review Initiative construction program on Guam including master plan development, State Historic Perseveration Office coordination, design, contracting and construction management, sustainment and recapitalization programs.

Regional Director of Facilities/Environment, Marine Corps InstallationsPacific,Japan  2013-2016

Managed $108M engineering, construction, real estate and environmental programs across the Pacific region for the USMC with $2.3B facilities infrastructure portfolio, covering bases in Hawaii, Republic of Korea and Japan.  Directed $120M regional master planning efforts at each installation in support of the President’s Rebalance to the Pacific installation investment strategy. Coordinated with Hawaii SHPO on historical WWII facilities upgrades.

Chief Staff Officer, Naval Construction Group TWO, Gulfport, MS                       2011-2013

Managed staff that developed the training curriculum and trained skilled tradesmen in expeditionary construction operations keeping unit readiness at their highest levels for the Atlantic Naval Construction Forces - Seabees. Led the merger of two major commands of over 600 people into Naval Construction Group TWO, integrating operational and administrative chains of command that functionally aligned to the newly directed organizational construct.

Commanding Officer, Naval Mobile Construction Battalion, ELEVEN, Gulfport, MS 2009-2011

Led over 800 skilled tradesmen in standard and expeditionary construction projects in Afghanistan and the Pacific. Oversaw all construction trades and specialties including engineering, facilities management, vertical and horizontal construction projects, heavy equipment management including 20-ton cranes and all construction material management.

Public Works Officer, Naval Station Rota, Spain                                                2006-2009

Managed a $131M Engineering and Construction program and $40M facilities services program including the construction of a new $25M Commissary/Navy Exchange complex, $9M new command operations building, $74M port and pier upgrades and modernization and major breakwater extensions, $35M port dredging and $42M expansion of 2000ft runway, taxiway and parking apron to accommodate increases in Air Mobility Command heavy aircraft traffic.  Coordinated with Spanish authorities to catalogue historical sites on the base.

Previous work experience includes:

Construction engineering involving master planning, National Environmental Protection Act and State Historic Preservation Office coordination, construction operations, site development based on hydraulic, environmental, structural, and geotechnical engineering. Developed regional infrastructure capital improvements programs including development of international contracts and logistics.
